Newton Road (Eastern Section) - Proposed Improvements

Summary of the proposed route improvements for this section:

There are a number of specific improvements proposed for the eastern section of Newton Road:

  1. Stopping restrictions along Newton Road
    • It is proposed that new stopping restrictions be introduced along the eastern section of Newton Road (except on the approach to Scott Arms) which would be in force from 7am to 7pm, Monday - Saturday. These would ensure that the capacity of the route is protected for through traffic whilst allowing opportunities to park in the evenings and on Sundays.

  2. New Parking Bay west of Hamstead Road
    • A new off street parking bay is proposed to the west of Hamstead Road to increase parking opportunities in this area. Parking will be restricted to 1 hour (no return within 2 hours) from Monday - Saturday, 7am to 7pm.

  3. New signalised junction at Hamstead Road
    • A new signalised junction is proposed at Hamstead Road to help reduce the number of accidents and provide a new at grade pedestrian crossing.

  4. Parking restriction in laybys near Hamstead Road
    • A parking restriction is proposed for the layby east of Hamstead Road restricting parking to 1 hour (no return within 2 hours) from Monday - Saturday, 7am to 7pm. This will ensure that short stay parking and loading opportunities are maintained for all properties in this area.

  5. Advisory cycle lane up-hill on Newton Road
    • A new advisory cycle lane is proposed for the uphill section of Newton Road to make drivers aware of slow moving cyclists on this section of Newton Road. The cycle lane forms part of the West Bromwich to Scott Arms cycle route.

  6. Longer right turn lane at Monksfield Avenue junction
    • A longer right turn lane is proposed at Monksfield Avenue to reduce instances of right turn traffic obstructing traffic continuing along Newton Road.

  7. Formalised parking at Monksfield Avenue Junction
    • It is proposed that parking at Monksfield Avenue be formalised and restricted to 1 hour (no return within 2 hours) from 7am to 7pm, Monday to Saturday. This should help with problems at the start and end of school times.

  8. Upgrade of the Jayshaw Ave crossing
    • It is proposed that the existing pelican crossing at Jayshaw Avenue be upgraded to a puffin crossing which should reduce delays for traffic whilst allowing extended crossing times for those with more limited mobility.

  9. Revised loading restictions in bays at Scott Arms
    • It is proposed that loading restrictions in bays at Scott Arms are revised to allow a maximum 20 minutes loading (no return within 40 minutes) from Monday - Saturday, 7am to 7pm.

  10. No Stopping Restrictions on approach to Scott Arms
    • It is proposed that No Stopping Restrictions would be introduced on the approach to Scott Arms to ensure that the maximum amount of traffic is able to get through the junction, thus keeping congestion and delays to a minimum.

  11. Revised parking restrictions in bays at Scott Arms
    • It is proposed that parking restrictions in bays at Scott Arms are revised to allow a maximum 1 hour parking (no return within 2 hours) from Monday - Saturday, 7am to 7pm.

In addition to the specific improvements, along the whole of All Saints Way:
  • Lane widths would be adjusted to 4.3m and 3m
    It is proposed that the lane widths would be adjusted to provide a 4.3m nearside lane and a 3m offside lane to provide additional space for cyclists and vehicles to pass in the nearside lane.

It is noted that the existing subway at Bowstoke Road will be retained to maintain crossing opportunities adjacent to the Bowstoke Road shops and maintenance will be continued.
